Commissioners will conduct a public hearing on and approve the 2003 city budget.

Background

Total expenditures for the 14 funds that make up the city’s 2003 operating budget proposal are budgeted at $107,824,455. Revenue to fund the budget is generated through user fees and the collection of property tax and sales tax and other miscellaneous revenue. Based on an estimated assessed valuation of $629,033,427 for taxable property within the city limits, the proposed mill levy is 25.57. The budget includes increases in fees for storm water, sewer and solid waste services.

Approve appointments recommended by the mayor.

Approve drinking establishment licenses for Henry T’s Bar & Grill, 3520 W. Sixth St.; Coco Loco, 943 Mass.; Wagon Wheel Caf507 W. 14th St. (contingent upon state license); Cactus Jones, 534 Frontier Road (new license); Mollie McGees, 2429 Iowa (contingent upon state license).

Approve retail liquor licenses for Mears Retail Liquor, 1805 W. Second St.; and Alvin’s Wine & Spirits, 905 Iowa.

Approve the following bid and purchase items:

$33,600 for 70,000 pounds of Nalcolyte 8186 polymer for the utilities department from Oneda-Nalco Chemical Company.

$20,000 for the vacant lot in the 900 block of East 12th Street and $60,000 for the residence at 837 E. 13th St. Both purchases are part of the 13th and Oregon streets stormwater project.

$48,000 to enter into an engineering contract with Landplan Engineering for the T-Hangar project at Lawrence Municipal Airport.

$15,111 for one mid-size sedan for the Lawrence-Douglas County Fire & Medical department to the low bidder, Jim Clark Motors.

Award bids for lubricants and antifreeze for the Public Works Department to various low bidders meeting specifications.

$338,213.40 for 2002 overlay and curb repair program, phase three, to R.D. Johnson Excavating.

$249,857.88 to enter into a contract agreement with Dobson-Davis Co. for the 2002 Manhole Rehabilitation Project. This project will be funded from the utility department’s nonbonded construction fund.

Set bid date of Aug. 20 for 2002 sidewalk repair and gap program.

Adopt the following ordinances on first reading:

Establishing no parking along the west side of Barker Avenue between Pawnee and Winona avenues. Authorized by commission on July 16.

Annexing into the city of Lawrence lot one, block one of Herrman Addition, a Douglas County subdivision.

Adopting the 2002 version of the Standard Traffic Ordinance.

Amending Section 17-702 of the City Code to allow law enforcement officers to ride bicycles upon sidewalks.

Adopt the following ordinances on second and final reading:

Rezoning 6.052 acres at 1819 and 1609 Riverridge Road from RS-1 (single-family residence) district to RS-2 (single-family residence) district. Approved by commission on June 18.

Rezoning .025 acres south and west of Wakarusa Drive (extended northward) and east of East 1000 Road (Queens Road) from RS-2 (single-family residence) district to PRD-1 (planned-residential development) district. Approved by commission on June 18.

Rezoning 2.09 acres south and west of Wakarusa Drive (extending northward) and east of East 1000 Road (Queens Road) from PRD-1 (planned-residential development) district to RS-2 (single-family residence) district. Approved by commission on June 18.

Rezoning 9.69 acres in Westgate Subdivision from RM-1 (multiple-family residence) district to RS-2 (single-family residence) district. Approved by commission on July 16.

Adopt a resolution condemning the sidewalk located at 1605 Rhode Island Street and ordering its repair.

Approve the following site plans subject to conditions:

Revised site plan for First Baptist Church, 1330 Kasold Drive. The revisions propose 91 additional parking spaces and one new entrance to the parking lot along with a larger stormwater detention area. Submitted by Landplan Engineering for First Baptist Church, property owner of record.

The addition of a temporary classroom to the existing Veritas Christian School, 256 N. Mich. Submitted by The Peridian Group for Veritas Christian School, property owner of record.

A non-conforming use site plan to allow the expansion of the existing first floor use (restaurant/licensed premise) to the second floor of the structure at 615 Mass. The second floor currently contains a multiple-family use. Submitted by Hernly Associates Inc.

Accept dedication of easements and rights-of-way on the final plat of First National Addition No. 2, a replat of Lots 1 and 4 of First National Addition. This two-lot commercial subdivision is generally described as being east of the intersection of 31st Street and Iowa Street. Submitted by Landplan Engineering, P.A., for Peter Dellaportas, manager, Iowa & 31st Real Estate Venture Inc., contract purchaser, and Tom Horner Jr./Mid-America Manufactured Housing, property owner of record.

Approve extension until Jan. 2, 2003, of the expired preliminary development plan of Delaware Commons, east of Delaware Street between 12th and 13th streets.

Initiate rezoning request for properties in the Stonegate Subdivision where the legal description for the platted property does not match the rezoning ordinance per staff report of Aug. 1.

Initiate rezoning request from 12 property owners in the 700 block of Sturbridge Court from multifamily zoning to single-family zoning.

Consider unanimous recommendation from the Traffic Safety Commission to establish no parking from 8 a.m. to 4 p.m. Monday through Friday on both sides of Pinewood Drive between Michigan and Minnesota streets and to remove the parking restriction with the cul-de-sac on 22nd Court north of 22nd Street.

Receive letter from Bowersock Mills & Power Company requesting an alteration of the land lease to allow for the construction of a driveway at the hydroelectric facility located north of City Hall. Refer to Historic Resources Commission.

Authorize the mayor to sign a subordination agreement for Danette Michaels, 945 Highland Drive.

Authorize the sale of surplus city vehicles by Nationwide Auction Systems.
