BID AND PURCHASE ITEMS:

a) Consider approving professional services in excess of $100,000 per the purchasing policy with Columbia Capital for investment management services.

b) Consider approving professional services in excess of $100,000 per the purchasing policy with Paymentus for credit card processing services.

ADOPT ON SECOND AND FINAL READING, THE FOLLOWING ORDINANCES:

a) Consider adopting on second and final reading Ordinance No. 9662, pertaining to parking fees and fines and parking meters within the city of Lawrence, Kansas, enacting fee and fine adjustments on October 1, 2019.

ACTION: Adopt on second and final reading Ordinance No. 9662.

b) Consider adopting on second and final reading, Ordinance 9695, for Comprehensive Plan Amendment, CPA-19-00234, to the Burroughs Creek Corridor Plan and to Horizon 2020 Land Use Map.

c) Consider adopting on second and final reading, Ordinance No. 9696, to rezone (Z-19-00235) approximately 1.61 acres from IG (General Industrial) and IBP (Industrial/Business Park) Districts to RS3 (Single-Dwelling Residential) District, located at 702 E 19th St.

d) Consider adopting on second and final reading,Ordinance No. 9697, approving a 10 year extension for a special use permit (SUP-19-00227) for a Research Service use located at 645 and 647 Massachusetts Street.

e) Consider adopting on second and final reading, Ordinance 9704 amending Section 16-504 of the Code of the City of Lawrence, 2018 Edition, and amendments thereto, pertaining to the equivalent residential unit (ERU) rate in determining the stormwater drainage charge and repealing existing section 16-504.

ACTION: Adopt on second and final reading, Ordinance No. 9704.

f) Consider adopting on second and final reading, Ordinance No. 9705, amending Sections 9-412.1, 9-412.2, 9-412.3, 9-412.4, 9-412.5, 9-412.6, 9-413, and 9-4A-110 of the Code of the City of Lawrence, Kansas, and amendments thereto, pertaining to the collection, removal, transportation, and disposal of solid waste.

g) Consider adopting on second and final reading, Ordinance No. 9706, increasing the 2019 expenditure authority.
