A.G. Kline to appear on ‘O’Reilly Factor’

Kansas Atty. Gen. Phill Kline was scheduled to appear today on Fox News’ “The O’Reilly Factor” to discuss a case challenging the state’s differing treatment of sex offenders based on whether their acts involved gay sex.

The case involves Matthew Limon, who is appealing his sentence of more than 17 years under the state’s “Romeo and Juliet” law. Kansas law makes sex with a child under 16 illegal, no matter what the context. The “Romeo and Juliet” statute lessens the penalties when the partners are four years or less apart in age — but doesn’t specifically apply to same-sex couples.

Limon was sentenced to 17 years and two months for having sex with a boy who was nearly 15 when Limon was 18. Had Limon or the other boy been female, the maximum sentence would have been one year and three months, according to the American Civil Liberties Union, which took up his case, now in the Kansas Court of Appeals.

Kline’s interview was to be taped in Kansas City for telecast at 7 p.m. and replay at 10 p.m. Fox News can be seen on Sunflower Broadband Channel 53.

Sen. Roberts maintains Web site for Kansans

U.S. Sen. Pat Roberts, R-Kan., has unveiled a new Web site he said would enable him to better communicate with Kansans about key issues. The site also provides information about constituent services such as flag orders, tours, internships and academy nominations.

Lawrence cosmetologist appointed to state board

Topeka — A Lawrence woman and two Topeka women were reappointed last week by Gov. Kathleen Sebelius to the Kansas Board of Cosmetology.

Marian Brown, Lawrence, retired in 1995 after owning and operating her own beauty salon for 35 years. She owned Brown’s Hair Place. She owned two salons in the Kansas City area before moving to Lawrence in 1977 to teach cosmetology at the Lawrence School of Hair Styling.

Also appointed were Rogene Handlon and Marie Plinsky, both of Topeka.

Handlon is co-owner and manager of Fine Line Tattoo Inc., with locations in Topeka, Manhattan and Junction City. She is a registered nurse with professional licenses in tattoos, permanent cosmetics and body piercing.

Plinsky has worked at Hair Expressions Beauty salon for 13 years in Topeka. Prior to 1990 she was a hairstylist with Hairitage Beauty Salon.
