Pat Roberts 2008 campaign: [(AP) Farm Disaster Proposal Divides Senators:][2] Senators from the Plains states are trying to persuade colleagues to create a permanent disaster fund for farmers despite objections from some farm state senators, environmentalists and the White House. Proponents have found a way to include $5 billion in the Senate's version of the farm bill to reimburse growers for weather-related crop losses. While politically popular in Plains states, the issue is troubling to some environmental and farm groups that would like the money for other needs. ... Sen. Pat Roberts, R-Kan., has said he is concerned that the program could be used as a "slush fund" for nonagriculture programs. "We should consider disaster on a merit and need basis," he said.Rep. Jerry Moran (R) ![][3][(Salina Journal) Building solar:][4] A federal tax credit incentive for property owners to install solar-powered heating equipment is scheduled to expire this year; a resolution in Congress would extend that tax credit through 2016. To date, H.R. 550 has 116 co-sponsors -- and Rep. Jerry Moran, R-Hays, plans to add his name to the list when he returns to Washington next week. Moran saw the light after meeting Thursday with Bob Dolan, owner of Salina-based BMK Plumbing and Solar of the Midwest, and visiting two local homes that make extensive use of solar power to provide heat in the winter and hot water year-round.
