Pros and cons of performance-based budgeting reviewed

For you policy wonks, there is nice article on The Pew Charitable Trusts website about something that is being talked about more in Kansas called performance-based budgeting.

Performance-based budgeting ties state funding decisions to specific goals.

The article goes over the pros and cons of such an approach. The upside is that setting performance targets just seems to make sense, while the downside is the difficulty in reaching agreement on what to measure and how to measure it in an often-politicized environment.

The Kansas Board of Regents is putting together a proposal for performance-based budgeting for higher education that it will send to legislators in time for the 2015 legislation session, which starts in January. Here is a link to an article I wrote about it earlier this month.
