So . . . There's a stray dog that lives in an abandonededed car with weeds growin' up around it between the crumbling curb and the cracked sidewalk next to the leaky fire hydrant. The dog barks constantly and the car (I think it's an Escort) has graffiti on it that says "sank4ever" on one side and "forqued by JK" on the side. Who do I call?
