They're working on a switch. Looks like the switch heater, the long box-like structures between the rails is working well. Snow piling up in switches is a bad, bad thing. The worst cold weather railroad demon is the pull-apart, caused when bitter temps cause the welded rail to contract and break apart. Sometimes this will throw a signal red and save the day -and sometimes it won't.
