Disability scores lagging in school district

The Lawrence school district is falling behind federal standards for students with disabilities passing reading and math tests. District leaders are looking for ways to raise the scores.

I am curious why Lawrence is falling behind federal standards for students with disabilities when KU has one of the leading special education departments in the nation.
