Shelter vote not end of issue
The plan to move the homeless shelter to an unoccupied warehouse near the Douglas County Jail won a key victory at the City Commission meeting Tuesday. The plan still faces much opposition, despite the 5-0 vote that allowed a special-use permit to be issued.
