The 22-year-old Overland Park man accused of shooting three students Thursday morning has a lengthy criminal history.

I'm not a legal scholar, can anyone explain why he isn't being charged with attempted murder or assault with a deadly weapon?
I am wondering why he is not being charged in Federal Court?
Its a well known fact, a lot of minor infractions that happen in Lawrence end up in Federal court!
So why is this case involving firearms remaining in state court?
