Only employees in certain positions can make a stop. I can call management if there is someone I suspect but I can't make the stop myself.

Only certain people can stop you at Walmart. Trust me, management and security can and do find you. Why don't you ask my youngest brother how he was caught shoplifting back in the early 1980s? He walked into a restroom and security caught him. And it was not at Walmart.

I work for Walmart. I am not allowed to stop anyone who shoplifts. I can only let management know and then management handles the situation.
