Yes they are; as near as I can tell most of the opposition that I have seen are home schoolers. I believe that this is an effort to further paint public schools as failing so the home/private school crowd can strengthen their case for kickbacks (vouchers) in the name of school choice. The sad thing if a poor kid gets a voucher, they still won't be able to go to private school...
