At the intersection of 23rd Street and Clinton Parkway, traffic wanting to turn west onto Clinton Parkway waits at a red light, at left, while northbound traffic proceeds through on a green light. The signals - for traffic turning from Iowa Street onto Clinton Parkway and 23rd Street - are set for "left-turn lag," so that turning vehicles from the north and south don't get crossed up.
