I'm not saying this is an issue that demands additional legislation in Kansas, but we can't pretend like the problem doesn't exist.

Our tax dollars paid for the trees & landscaping, I'd rather pay to keep the existing stuff alive instead of having to pay to remove dead tree stumps then pay for new stuff all over again.
