Sunflower coal plant set to get permit by end of the year

LJW, please change your headline to reflect the real story, that the permit decision is yet to be made and the public will still have further opportunities to submit their thoughts on the final decision. Saying the plant is "set to get" its permit "by end of the year" implies that it will definitely a) receive a permit, b) receive it by the end of the year -- neither of which (at least from what I can gather) are guaranteed. (As for the permitting decision, Pankratz said, "We're hoping to have that by the end of the year.")

That's what I'm confused about. The headline clearly implies that the coal plant permit has already been approved, but then that "...a permit decision can be made by the end of the year." Which is it?
