Brownback's choice was purely political because this is not a zero-sum game...it is possible to do both.
Parkinson's administration managed to balance the budget without cutting services to the neediest among us. And Parkinson signed into law a sales tax increase passed by a more moderate legislature that Brownback opposed, which is now paying huge dividends for the state.
The current budget problems were contrived by Brownback and the neo-conservitard legislature.
