Westar acknowledges unacceptability of recent outages
Westar should pay a penalty (to the customers) every time there's an outage. You were without power for 2 hours? That's $20 off your bill. I'll bet with a penalty system in place, Westar would improve their reliability quickly.

Instead of complaining about the generosity of others, why don't we consider volunteering our time to help out? Wouldn't that be the right thing to do?

Agreed. My family would love having a Popeye's in town. The one in Topeka closed before I knew it was there. Right now the closest one is in Olathe.
