Can they add on to and renovate the current building?
The additional $10-12 million for hiring officers and equipment will never go away. That means this will cost a minimum of $200 million dollars over the life of the new building.

Wichita might fine residents over use of water
I completely disagree with this method of 'water conservation'. Why not just charge a progressive rate based on usage. This way people that use more pay more. Rather Wichita will be fining some grandma that never uses her water and then one month the grand kids come over and play in the yard with water all day. Or the family that leaves town during the winter and hardly uses any water. Plain stupid.

Oklahoma City tornado sparks discussion of building code standards at Lawrence City Hall
It would seem to be a perfect time to consider additional safety measure while doing the bond issue. The schools are adding security measure to protect against and armed intruder, while fully neglecting what is probably a much bigger threat, severe weather.
