What kind of question is this? Is this really up for debate? Really?

If that's not considered bribery, then what is? "Is giving a cop $50 off the record in exchange for fixing a speeding ticket considered bribery?"

Yea, it's really odd to me that all these people are pleading guilty. I figured if all of them knew they were f'd for years in prison, they'd fight it. So I'm with you, some deals / other developments have come out.

Mothers Against Drunk Driving pushing to pass law requiring first-time DUI offenders to install ignition interlocks

The only way to get drunks off the road is harsher penalties for driving drunk. The interlocks is just another hurdle, not necessarily a deterrent.

The only winners in this one are the interlock makers & installers.
