Colorado officials mystified by Brownback's letter on water deal
It is actually the State Engineer who is wrong, here. The statement by Brownback in the letter is correct. KS is not seeking relief from CO in the latest round of litigation over the compact. The claims are strictly against NE. CO can't shut down their groundwater pumpers - that is the reason Bonny isn't filling, and that is the reason CO can't meet its Compact obligations.
