So wildlife officials say cougars haven't been "established" in Kansas. What does "established" mean? Besides the escaped and dumped pets, there could be roaming young adult males. Mark_Jakubauskas's cougar was a male....
Adolescent/young adult males can travel great distances to find a territory away from established males, until they are older. It doesn't mean there are any breeding females around. Virtually all cougar incursions into cities (as opposed to small towns or developments near wild or open areas) are young males.
Though since wild cougars are usually shy of people, the one following the jogger was more likely a former pet that wasn't afraid of humans.
