Sound off: Clean up after dogs

Is there an actual penalty or fine that can be enforced against people who don’t pick up after their dogs?

City ordinance 3-107 states it is unlawful to have an animal on public or private property without a means for removal of animal excrement. Failure to remove excrement from any property, other than property of the owner/possessor of the animal, will be fined $10 plus $60 in court costs. People who have a physical disability or visual impairment who are using a service dog trained by an accredited institution are exempt.
