Sound Off: Why has the Lawrence school district policy been changed so that school buses cannot exceed 58 mph on any road or highway?

“This is not a Lawrence school district policy,” said Julie Boyle, the district’s communications director. Wayne Zachary, Lawrence Location Manager for First Student, the district’s student transportation provider, said, “First Student made this decision a few years ago to promote safety and conserve fuel.”

If there is such a concern for safety...why aren't buses required to have safety seats or belts? If a child is in any other passenger vehicle they are required. If they are not restrained a ticket is issued. Shouldn't this apply to buses also?
