Is it legal for Kansas University to charge people with handicapped stickers to park?

Donna Hultine, KU’s director of parking and transit, said it is legal for KU to charge for parking. If someone with a handicap placard or license tag wants to park in a color zone or garage toll facility on campus, the parking department will charge them. The parking department does not charge for parking in designated accessible stalls on campus or at parking meters, but does require anyone who parks on campus with a handicap placard or license tag to register with the Parking and Transit office, she said.
