Sound Off

I was out during Halloween, and I know we have a registered sex offender in our neighborhood. However, he did not have a sign on his door notifying trick-or-treaters that he was a registered offender. Aren’t sex offenders prohibited from giving out Halloween candy, and are required to post a sign?

The state of Kansas Offender Registration Act does not include such a provision, and sex offenders are not prohibited from handing out candy on Halloween. However, other states, such as Missouri, have provisions that prohibit sex offenders from passing out Halloween candy. For the full Kansas law, visit http://bit.ly/tbVc1y.
