I was out during Halloween, and I know we have a registered sex offender in our neighborhood. However, he did not have a sign on his door notifying trick-or-treaters that he was a registered offender. Aren’t sex offenders prohibited from giving out Halloween candy, and are required to post a sign?
The state of Kansas Offender Registration Act does not include such a provision, and sex offenders are not prohibited from handing out candy on Halloween.
