When water company employees are carrying sticks and devices and opening the manholes in people's yards, what exactly are they measuring and looking at?

The employees described are city of Lawrence meter readers. Megan Gilliland, communications manager for the city, said the equipment they carry allows them to open meter lids and read the amount of water used. This number is used to determine how much water was used in a given month for billing purposes.
