They started putting the sidewalks up and down 23rd Street in concrete, but now they're finishing them up with asphalt. Why?
Megan Gilliland, communications manager for the city, said this project is part of an American Recovery and Reinvestment Act grant that was received through the Kansas Department of Transportation for the replacement of sections of the Clinton Parkway Trail. When initial work was completed on the trail this summer, the contractor damaged some sections of asphalt pavement that were not slated for removal. The city requires that contractors replace any damaged property as part of the contract so the contractor now is replacing the asphalt that was damaged at no cost to the city. The original grant allowed for trail sections to be constructed of concrete; this is why two different surfaces are being used on the project.
