I read where the state of Kansas conducts its own special census to count university students and members of the military. How much does it cost the state to do that?

In 1990, the process cost about $400,000, said Brad Bryant, state election director for the Kansas Secretary of State’s office. In 2000, the process cost about $500,000. It is estimated to cost about $600,000 in 2010, he said.
