Is there a city ordinance prohibiting the placement of food outdoors for feral animals including cats and dogs?
“In a roundabout way, yes,” said Jerry Little, city prosecutor. He said there was a case pending in this matter. If someone is feeding a feral animal and it becomes offensive to neighbors by creating an odor, they can complain to the city. Even if the person doesn’t own the animals, if they are feeding and watering the animals they are maintaining them in the eyes of the law, which allows them to be charged with animal nuisance. Little said that often, the only way people got in trouble for this was if neighbors complained.
