Why can’t part of Watson Park be used as parking for the swimming pool and library?

According to Megan Gilliland, communications director for the city of Lawrence, within the park there is a large storm water line and a natural detention basin. “This infrastructure is critical; by adding a parking structure or paving areas of the park, the amount of park land available for residents to use year-round would decrease,” Gilliland said. But in order to address parking, “The city commission is placing a proposed bond issue on the ballot this November, which would include a property tax increase, to fund an addition to the public library and additional parking spaces.”
