Why is the city already charging the higher 2010 water, sewer and trash rates on my bill, even though it is not 2010 yet?

City ordinance many years ago established Nov. 15 as the beginning of the city’s new rate year. The ordinances that the city approved in August establishing the new rates listed Nov. 15 as the date the new rates would begin. Ed Mullins, the city’s finance director, said the city has stuck with the Nov. 15 policy, in part, to ensure that the utility system operates under a full 12 months of the new rate structure each year.
