Why was the flag flown at half-staff last week at the post office?

The flag was flown at half-staff Monday at the Lawrence Post Office, 645 Vt., as directed for “all departments, agencies, and instrumentalities of the United States” by President Barack Obama, who had proclaimed Monday to be National Day of Service and Remembrance for Victims and Survivors of Terrorism. Monday was the 15th anniversary of the bombing of the Alfred P. Murrah Federal Building in Oklahoma City.
