Why were many flags at city and state offices flown at half-staff recently?

Gov. Mark Parkinson ordered the flag flown at half-staff in memory of former Kansas Supreme Court Justice Bob Abbott. The flag flew at half-staff from March 29 to April 1. In addition, Parkinson directed the State Capitol complex in Topeka and all court buildings and facilities to lower flags to half-staff for several days in memory of Court of Appeals Justice Jerry Elliott, who died April 5.
