Are police allowed to give people tickets who are driving in dim inclement weather without their lights on?

According to city traffic laws, lights must be used when “visibility is limited to less than 1,000 feet,” because of “insufficient light or unfavorable atmospheric conditions,” said Sgt. Mike Monroe, Lawrence police spokesman. He said lights must also be used when you have your windshield wipers are on.
