Why isn’t the left turn arrow signal ever used at the intersection on Folks Road and Sixth Street?

“The left-turn arrows are designed to be activated only if there is left-turn traffic waiting when the side street green is ending,” said David Woosley, the city’s traffic engineer. “This reduces the overall delay at the intersection by permitting left-turning traffic to turn between gaps in through traffic, if available. “Technicians will check the intersection to make sure it is operating appropriately.”
