Isn't there a Kansas law that says if your windshield wipers are on, your headlights also must be on?

Yes, according to Kansas statute 8-1703, headlights are required “when windshield wipers are in continuous use as a result of rain, sleet or snow.” Law enforcement officers can issue a warning to anyone found to be in violation of the statute.
