When does a snowstorm become a blizzard?

Blizzard conditions occur during periods of blowing snow and wind, according to the National Weather Service. Heavy snowfall and severe cold may accompany blizzards, but are not required. Blizzard conditions occur with winds in excess of 35 mph and visibilities of less than one-fourth of a mile for an extended period of time.
