There were about 11 lights removed and replaced on Kasold Drive, between Bob Billings Parkway and 23rd Street because the neighbors said the lights were too bright. Did anyone consider replacing the bulbs with a lower wattage than removing them?

According to Public Works Director Chuck Soules, yes, several alternatives were explored and tested in response to concerns about the street lights on Kasold Drive, including lower wattage bulbs. Additional options tested were different heads, head removal, different lens and cut-off shields. The final resolution was to remove the lights.
