If Gov. Sebelius were the vice presidential nominee, would she have to resign as governor?

No. She could remain governor and run for vice president. If she were on the winning ticket, then she would have to resign. Lt. Gov. Mark Parkinson would become governor, and he would appoint a new lieutenant governor.
