How can the school district issue $8 million in bonds for the athletic fields without a public vote?

“The Lawrence school district is not issuing bonds for athletic field improvements,” said Superintendent Randy Weseman. “Kansas statutes allow school districts and other municipalities the use of several financial instruments for capital purposes (buildings, equipment and infrastructure construction). The board of education approved a lease-purchase agreement for a portion of the athletic field improvements with lease payments to be paid from the district’s capital outlay fund.”
