When did Kansas state government have its first billion-dollar budget?

It was 1974 for total spending, when the budget hit $1.1 billion. But for expenditures of state tax revenues only, it wasn't until 1980 that the state surpassed the $1 billion mark. In the last fiscal year, which ended June 30, 2007, the total funds budget was $12 billion, and the state's general tax fund budget was $5.6 billion.
