How long has it been since the city and the county have picked up the trash from ditches along U.S. Highway 24-59 around the Douglas-Jefferson County Landfill?
The Kansas Department of Transportation takes care of that highway. A department spokesman said crews pick up litter as time allows, adding that "resources are limited." Highway crews are primarily responsible for daily road maintenance, including signing, patching, mowing and other jobs.
