Why don't the East and West coasts observe daylight saving time?

Daylight saving time is observed on the East and West coasts. In fact, the only U.S. states that do not are Arizona and Hawaii. A number of outlying U.S. territories, such as Guam and Puerto Rico, also don't observe daylight saving time.
