Do traffic laws apply to bicycle riders? If so, why don't police officers issue tickets to those bicyclers who violate the laws, such as seldom stopping at stop signs?

Bicyclists must follow the same traffic laws as drivers of motorized vehicles, but with some exceptions, Lawrence police Sgt. Paul Fellers said. Bicyclists can be ticketed when they violate the law; however, officers may use their discretion in enforcement.
