How could an accident that knocked down power lines five miles east of Lawrence, which happened on Jan. 28, affect the electricity in a neighborhood near Kasold Drive and Bob Billings Parkway?

According to a Westar representative, power lines must be routed to different substations before they can distribute power to certain neighborhoods. Apparently, the lines connected to the damaged utility pole were connected to a substation in town that provided power to that west Lawrence neighborhood.
