Can you tell me if there are any laws or ordinances about people cleaning up after their dogs in other people's yards and if there is any recourse if somebody continually does it?

The city code makes it unlawful for an owner or person in possession of an animal to fail to remove any excrement deposited by the animal on private or public property. If a person is found guilty of violating this provision of the City Code, the person may be punished by a fine of not less than $10 plus court costs. The Animal Control Division of the Lawrence Police Department enforces this provision of the Code.
