Is there a way the city could change the stoplight going east at 23rd and Massachusetts where the left-turn light remains green so traffic doesn't back up on 23rd Street?
If time is added to the eastbound left-turn phase, the same amount of time will have to be subtracted from other phases, which may increase congestion, City Manager Mike Wildgen said. The city will check whether any timing changes are appropriate, he said.
