Is it a violation of NCAA rules for bars and restaurants to give student athletes free drinks and/or meals?

According to Terry Hines, associate athletics director in charge of compliance at the Kansas University Athletic Department, if the free drinks and/or meals are unavailable to the general public, it would be a violation. Such an arrangement, Hines wrote in an e-mail to the Journal-World, would amount to providing the student athletes with an "extra benefit," which is the provision of any transportation, meals, clothes, entertainment or other benefits offered to a student athlete that are unavailable to the general student population.
