I don't understand why the city and the county both charge sales tax on utilities for Lawrence residents.
State law designates which retail sales are subject to sales taxes, City Manager Mike Wildgen said. Currently, the state statutes that govern water sales require that local sales tax be charged on the sale of water to residential customers. Thus the sale of water is no different than other retail sales within the city. Residents aren't charged the 5.3 percent state sales tax but are charged both the 1 percent city and county sales taxes.
