Can a police officer or authority stop and give you a ticket or stop you at all for talking on a cell phone when you are driving?

It's not illegal in Kansas to talk on a cell phone while driving. But if the cell phone appears to be causing the driver to not pay attention, an officer could make a traffic stop for inattentive driving, said Sgt. Dan Ward, a Lawrence Police spokesman.
